Summary

add a Python CLI that reads Stoplight docs (local export or hosted URL) and produces Fern-ready markdown plus navigation
implement supporting Stoplight clients, TOC parsing, and a lightweight YAML loader/dumper for docs.yml updates
add fixtures and tests covering the migrator flow and YAML utilities
